CALL TO ORDER
5:28 PM Roll Call.
Present: Vice Mayor Frank Fender, Mayor Vinny Barile, Commissioner James W. Campo, Commissioner Dave Kurzman, Town Manager Pamela M. Walker (Not voting), Town Attorney Glen Torcivia (Not voting).

5:30 PM Additions, Deletions or Changes to the Agenda
5:30 PM Motion: Move item 3 to item 2, Action: Approve, Moved by Vice Mayor Frank Fender, Seconded by Commissioner Dave Kurzman.
Motion passed unanimously.
5:31 PM Motion: Approve the Agenda as amended 2, Action: Approve, Moved by Commissioner Campo, Seconded by Commissioner Dave Kurzman.
Motion passed unanimously.
5:31 PM PUBLIC COMMENT ON NON-AGENDA ITEMS
5:33 PM 1. Report from Neighborhood Playground Committee Commission
A visual presentation was given by the citizen playground committee to the Commission and public regarding a proposed new playground.
The Town Commission was unanimous in supporting the project and will see additional information in March.
6:00 PM A member of the public came forward and offered public comment in fund raising ideas for the proposed playground.
5:51 PM A member of the public came late and offered public comment.

3. 2. Demonstration of Fuji Clean System Commissioner
Representatives of the Fuji Clean USA LLC came forward and presented an overview of the company, and what they have to offer. The representative gave a visual presentation for an air driver septic system. The offered to donate a system to the Town Hall for $1.00 in order to demonstrate the product.
After discussion and questions by the Commission with representatives of the Fuji Clean USA LLC and their Design Engineer Commissioner Campo recommended that they meet with the Building Official for the feasibility.
2. 3. Town Clerk Position Update Mayor
Town Manager Walker gave a brief presentation to the Commission and public.

6:01 PM 3. Demonstration of Fuji Clean System Commissioner Kurzman
6:44 PM 4. Schedule Tour of Sailfish Point Water Treatment Plant Vice Mayor Fender
Vice Mayor Fender suggested that anyone who wants to tour the Sailfish Point water treatment plant and the Town Manager will schedule a public noticed tour for the Commission.
6:47 PM 5. Sewer Grant Agreement Terms & Programming Direction Commission
Manager Walker gave a brief presentation to the Commission, and recommended acceptance of the grant by the Commission, and also asked for direction to put together and bring back a plan to the Commission.
Members of the public came forward and offered public comment.
Several members of the public came forward in support of the septic to sewer project most of them want to see the North Sewall’s Point residents be made priority.
Ike Crumpler representing a property owner in the Town came forward and requested the commercial properties also to be included in the grant.
The Commissioners offered comments and directed the Town Manager to bring back the agenda item to accept the grant and put together options on how to spend the grant funding for approval at a later date.
7:12 PM 6. Suspend Temporary Sign Rules for Special Election Period Mayor Barile
Town Manager Walker explained to the Town Charter calls for a Primary election should there be more than two qualified candidates.
Several members of the public came forward and offered public comment regarding the sign rules for the Special Election. The public asked that the sign code remain in force.
The majority of the Commission supported leaving the sign code in place.
7:22 PM 7. Town Manager Evaluation Commissioner Campo
Commissioner Campo asked that this item be brought forward and recommended the Town Commission consider fine tuning and scheduling the annual Town Manager evaluation in April 2019.
A member of the public came forward and suggested that during the Town Manager evaluation meeting the Town Manager be asked to leave the chambers during the discussion.
7:34 PM COMMISSIONERS OR STAFF COMMENTS
The Commission directed the Manager to send an email to the residents about the upcoming meeting at IRSC on the Indian River Lagoon on February 19, 2019.
7:38 PM Town Manager Walker gave brief update regarding live streaming of public meetings.
The Commission directed the Town Manager to look at the cost for a fixed camera.
