CALL TO ORDER

Present: Vice Mayor Frank Fender, Mayor Vinny Barile, Commissioner James W. Campo, Commissioner Dave Kurzman, Town Manager Pamela M. Walker (Not voting), Town Attorney Glen Torcivia (Not voting).

1.    Proclaiming March as Problem Gambling Awareness Month

 

Town Attorney Torcivia read the title of the Proclamation for the record.

 

Motion: Action: Approve Accept the Proclamation as written, Moved by Vice Mayor Frank Fender, Seconded by Commissioner James W. Campo.

Motion passed unanimously.

   1.  Martin County Utilities Discussion (Sewer)                   Mayor Barile    

 

The Commissioners called upon Harold Tourjee, Jr. LEED GA Project/Design Manager, Captec Engineering to answer questions they had as it relates to the sewer lines.

After Commission Comments they directed staff to workshop the item in April.

 

  6:35 PM  2.Herbicide Regulation                                        Mayor Barile

 

Attorney Torcivia gave a brief overview of a Town herbicide regulation.

The Commissioners directed the Attorney to look at other municipalities and their regulations.

 

  6:49 PM 3.Drone, Helipad & Scooter Regulation                                       Mayor Barile

 

Mayor Barile announced the item and explained there has been some interest in installing a helipad.

 

Town Manager Walker said that there is an existing helipad in the Town, and a request by a resident to utilize it.

 

After public comments by :

The Commission directed staff to review FAA regulations as well as other regulations relating to helicopters and draft an Ordinance.  

 

The Commission requested staff look at regulations as it relates to drone use in the Town.

 

The Mayor gave a brief overview and for informational purposes only, information about scooter regulations.

 

 

  7:03 PM  4.Discussion of Split Votes                                                  Vice Mayor Fender

 

Vice Mayor Fender asked for this item to be brought forward to discuss the spilt vote decision since the Commission is missing a member. He suggested revisiting specific agenda items that maybe at risk of a split vote until there is a full Commission. Attorney Torcivia advised the Commission, and they can amend the rules of procedure. The Commissioners heard public comment.

No staff direction was given.

 

 

 

  7:11 PM  COMMISSIONERS OR STAFF COMMENTS

 

 

Town Manager Walker asked the Commission if they have any agenda items that are critical, and if they still want to have a meeting on March 19, 2019. She also reminded the Town Manager evaluations are due in April. The Commissioners directed Manager Walker to reach out to a County Utility Administrator, Sam Amerson to discuss septic to sewer, and be present to answer any questions. If he is not available, the meeting will be cancelled.

 

Town Manager Walker presented a video showcasing Florida League of Cities Legislative Action Days, featuring Mayor Barile and local elected officials.
