CALL TO ORDER

  6:26 PM Roll Call.

Present: Vice Mayor Frank Fender, Mayor Vinny Barile, Commissioner James W. Campo, Commissioner Dave Kurzman, Town Manager Pamela M. Walker (Not voting), Town Attorney Glen Torcivia (Not voting).

Town Manager Walker asked that item 9 be added to the agenda ref approval of two bids. 

  7:02 PM Motion: Add on item 9 to the agenda, Action: Approve, Moved by Commissioner James W. Campo, Seconded by Vice Mayor Frank Fender.

Motion passed unanimously.

  7:03 PM Motion: added item 10 to discuss the Town Manager Recruitment, Action: Approve, Moved by Commissioner James W. Campo, Seconded by Vice Mayor Frank Fender.

Vice Mayor Fender offered his comments relating to a future meeting to receive a formal presentation about the utility facilities in Ft. Pierce. He also received information about another option for natural weed killing product that is an alternative to glyphosate.

 7:08 PM Motion: Consent Agenda , Action: Approve, Moved by Commissioner James W. Campo, Seconded by Commissioner Dave Kurzman.

Vice Mayor Fender requested the Town Manager provide information as it relates to future budget overages.

Motion passed unanimously.

5. Design Engineering Services Contract for SSPR-1 and Homewood Outfall                       Commission Approval                     Pursuant to RFQ 2019-001

   7:37 PM Motion: Contracts for Design Engineering Services SSPR-1 and Homewood Outfall pursuant to RFP 2019-001 Drainage Project #1-2 to Captec Engineering, Action: Approve, Moved by Commissioner James W. Campo, Seconded by Vice Mayor Frank Fender.

Commissioner Campo asked if the legal cost could be reduced in the procurement process since the Town has already extended past the budget with the past project.

Joe Capra explained that the Federal and FEMA grants are costly due to their stringent processes.

Motion passed unanimously.

6. Contracts for Emergency Debris Clearance and Removal Pursuant to RFP 18-004          Commission Approval

The item was presented by the Town Attorney who explained the three contractors have not agreed to some of the terms of the contract.

Town Engineer Joe Capra said the concern of the contractors is the cost to their company for a contract that may never be commenced.

The Commission directed the Town Engineer to negotiate additional/amended terms with the local contractors:

8. Potential Funding for Aerobic and/or Sewer Systems for Resident Choice                Commissioner Kurzman   n/a

Commissioner Kurzman gave a brief overview regarding a proposed Aerobic septic to sewer system for residential choice.

The following agenda item 9 was added to the agenda under Additions, Deletions or Changes to the Agenda

9. Approval of two bids 2019-1 High Point and 122 SSPR Stormwater

Town Manager Walker gave a brief overview of the proposed approval of two bids.

10.  Town Manager Recruitment presentation by Dave Collier of Colin Baenziger and Associates.

Dave Collier came forward and offered the services of Colin Baenziger and Associates for the Town Manager recruitment.

The Town Commission thanked Mr. Collier for his presentation.

COMMISSIONERS OR STAFF COMMENTS

  9:20 PM Town Attorney Torcivia advised the Commission the resident is moving forward with a helipad on his boat dock. The Commission advised the Attorney to bring back an Ordinance on prohibiting that landing and taking off of Aircraft in the Town for first reading.
